In Niger, farmers are more vulnerable to finance, market and post-harvest risks due the country’s fragile climatic and political landscape. Warehouse Receipt System (WRS) has the potential to reducing these risks. This policy brief provides a background information the existing WRS in Niger, the contributions to ARM, and recommendations for improvement.
At present, two main forms of WRS can be distinguished; the community warrantage credit and the third party holding systems. Despite the benefits of these systems in enhancing input supply, better access to finance, reducing commodity price risk and post-harvest losses, there exit no specific legislative framework to define WRS activities and farmers incur high cost to maintaining security. To improve the effectiveness, however, the brief recommends the government and donors to provide a legislative framework and promote capacity building for all the actors.
