PARM developed this terms of reference to provide a step-by-step guide on how to conduct a rigorous agricultural risk assessment with a focus on smallholder producers’ access to financial services, market and information systems in Niger. It is meant for researchers, practitioners and all groups of stakeholders of agricultural risk management.
