The Mid-Term Evaluation of PARM calls for strengthening partnerships

Following PARM’s Monitoring and Evaluation Plan, an exhaustive external Evaluation at the Mid-term of the PARM programme, was undertaken in the second half of 2016.

After an open call of interest, the consultancy firm Goss Gilroy Inc was selected and contracted. The final report was discussed during the 10th meeting of the Steering Committee (SC) on 24th February 2017. The SC decided to make the full report publically available to ensure transparency and public scrutiny of the Platform as the best way to improve its functioning and the future design of its activities.

The independent consultants have had access to all detailed information about PARM activities and documentation. They have interviewed PARM staff, members of the Steering and Advisory Committees, partners in international organization and on the field, and went on mission to Ethiopia, Niger and Uganda, to meet with PARM’s counterparts and partners. The final report is very rich and detailed on how PARM works and how it impacts on the field and it provides many specific recommendations. In particular, the consultants suggest to strengthen the partnerships on knowledge and capacity development, with innovative agreements and collaboration with local or regional universities or institutions. They also propose to enhancing the country presence with activities in each country spread along time and through the local offices of the members of the SC. Consultants also propose to engage with these offices and the private sector to facilitate the investment on the ARM tools identified by PARM.
